UNAUDITED INTERIM REPORT FOR THE SIX MONTHS ENDED 30 JUNE 2004
COMMENTARY
Overview
The Company achieved 2,26 million lost time injury free hours. Five lost time
injuries were reported during the first half of 2004, an improvement of seven
over the first half of 2003. The focus and the commitment to safety remains a
high priority for both management and employees.
The construction of the block-cave underground mine is nearing completion with
two crosscuts still under construction and all 166 drawbells now complete. The
underground operation has been faced with a host of unscheduled development and
production stoppages over the last six months, namely (i) slowdown of the
development of the production footprint due to seismic activity; (ii)
rehabilitation of critical areas of the footprint due to premature wear and
tear; (iii) installation of an enhanced water management system, (iv) increasing
the mobile equipment fleet size to address secondary breaking issues and yield
profiles; and (v) flooding of the underground mine halting production for 10
days. Despite the effort to address these issues, the Company continued its
focus on cave management and recent results are becoming more encouraging as
more fine material has started to be drawn into the drawpoints. Cave induced
surface cracking has occurred outside the predicted zone of subsidence. The
effect of the subsidence continues to be monitored and plans to establish an
exclusion zone are being prepared.
In the period, 3,7 million tonnes of ore were hoisted at an average rate of
20,567 tonnes per day and 30,000 tonnes per day was exceeded on five occasions,
of which two were during the first half of 2004. An average copper grade of
0,75% has been attained in the period and production of refined copper from
Palabora feedstock was supplemented by imported copper concentrates.
Vermiculite production was in line with market demand. Recoveries across the
plant have increased from a planned 57% to 66% whilst plant feed has also been
reduced in line with the higher recovery.
The Company has embarked on a strategic review of the business, to reduce its
operating cost base to a level that is sustainable in the medium to long term
given the ongoing strength of the Rand and outlook for commodity prices.
Group financial results
The Group incurred a loss of R158 million for the first half of 2004, R198
million below the R40 million profit achieved in the first half of 2003 and R123
million above the R35 million loss incurred in the second half of 2003. As
discussed above earnings have been adversely impacted in the first half of 2004
as a result of (a) production shortfalls from the underground mine, (b) higher
levels of imported concentrates to supplement the underground feedstock, and (c)
associated depreciation charge and the cessation of capitalisation of interest
from October 2003.
An amount of R10,3 million before tax was also charged against income to reduce
the carrying amount of the ZBS plant to its fair market value.
Demand for rod and cathode remains high from the market and copper revenues
continue to increase due to higher realised copper prices. The Company achieved
a copper price of R18 805 per tonne for the first half of 2004, compared to R14
366 per tonne for the equivalent period in 2003. In the period, 42 630 tonnes of
total copper was sold, compared to total copper sales of 39 477 tonnes in the
first six months of last year. The increased copper sales volumes boosted
revenue by R74 million compared to the same period last year. External factors
contribute a further net increase in copper revenues of R138 million, due to the
54% increase in copper price over the comparable period last year more than
offsetting the strengthening Rand.
Vermiculite sales volumes decreased by 8%, and were 88 285 tonnes in the first
half, compared to 95 995 tonnes in the comparative period.
The net cash cost of copper, including the impact of purchased concentrates, was
R21 264 per tonne. This was 73% higher than the R12 306 achieved for the
equivalent period last year. These changes reflect the increased cost of
underground mining, following the closure of the open pit in November 2003, and
the delayed ramp up in production levels. Imports accounted for a total of 51
thousand tonnes, 45,3 thousand tonnes of concentrate and 5,7 thousand tonnes of
cathode, at a cost of R487 million for the period.
Cash flow
Increased debt levels and the cessation of the capitalisation of the interest
charge contributed to the increased finance charge. This was partially offset by
currency gains on repaying debt facilities with a stronger Rand. To date no
funds have been drawn from the increase in facility extended by Rio Tinto (see
note 2). Development expenditure is reducing significantly as the underground
project nears completion.
Balance sheet
Net debt increased by R209 million to R2 029 million during the current period.
Expenditure on the underground project will be mostly complete by the third
quarter of 2004. Compared to the previous year, product inventories and accounts
payable increased due to a shipment of nine thousand tonnes of imported
concentrate arriving at the end of June 2004.
Industrial Minerals operations
Vermiculite production during the quarter was 51,500 tonnes, in line with market
demand. Optimisation of the `mine-to-customer ` process has been reviewed and
implementation of improvements is currently underway. Overall vermiculite
production is marginally ahead of sales for the quarter.
Discontinued operations
On 22 April 2004, the Board approved the closure of the Zirconium Basic Sulphate
plant (ZBS), allowing the Company to focus on its core business of mining and
processing copper and vermiculite. Subsequent to this decision, the Board
received a lease and purchase proposal from Southern Ionics Incorporated (SII)
of Mississippi in the USA, which was approved by the Board of Directors on 08
June 2004. SII is to notify Palabora on or before 30 September 2005 of its
intention to purchase the plant. To date no contractual commitment has been
incurred by either party.
Further announcements
Palfos Aviation (Pty) Ltd, in which Palabora holds a 50% stake, sold its major
asset, an aircraft, on 15 June 2004.
Approval for the distribution of the pension fund surplus was received from the
Financial Services Board at the end of June 2004. Work on the distribution
process has commenced. Palabora is entitled to receive part of the surplus
distribution but no account of this is given in the interim financial
statements since the process is still being finalised with the authorities.
