Notes to Editors
Dr Sivi Gounden graduated with a Bachelor of Engineering degree from the
University of Durban Westville in 1983. In April 2001, he was awarded a
Doctorate in Philosophy from the School of Engineering at the University of
Natal. His professional career has seen him focus on a range of developmental
projects, both in the public and private sectors. Prior to joining the South
African Government in 1994, he spent a decade in the private sector, where he
project-led several large-scale urban infrastructure projects. In 1994, he
joined the Department of Public Works, where he initiated the concept of public-
private partnerships, and a review of the Built Environment professions. The
latter resulted in a fundamental change to the legal framework that governs the
various Built Environment professions. He was also instrumental in championing
public sector procurement reform, and was responsible for co-authoring
Government`s green paper on Public Sector Procurement in 1996.
In 1999, he was appointed Director-General of the newly established Department
of Public Enterprises, and was responsible for the restructuring of State Owned
Enterprises in key sectors of the economy, such as transport,
telecommunications, energy and defence. In June 2003 he left the public sector
to join Bateman BV, a global process engineering company as its Chief Executive
Officer responsible for its operations worldwide.
